Fearghal Hennessy

Fearghal leads the Boston Scientific Penang’s Senior Leadership Team and oversees all aspects of the Penang manufacturing and distribution site.

Fearghal started his career with Boston Scientific in the Cork, Ireland plant in 2005, as a manufacturing engineering manager. Since then, he has held various international roles across engineering, process development, project management, and supply chain. From 2011 to 2013, having relocated with his family to the US, he was the operations site lead for the Asthmatx and Revascular Therapeutics acquisitions, both based in Sunnyvale, California. He returned to the Cork site as production director, during which time he also led the acquired Celonova operations site in Ulm, Germany.

Fearghal came to Penang Malaysia with his wife and 3 boys in 2016, where he joined the Penang site leadership team as the Operations director with responsibility for both production and materials functions.

Fearghal has a wealth of experience in product design, engineering, production, lean manufacturing, and supply chain. Prior to joining Boston Scientific, he held several roles in Molex, Artesyn, General Semiconductor and Johnson & Johnson. Fearghal holds a bachelor’s degree in Mechanical Engineering from University of Limerick, Ireland and Master in Business Admin (MBA) from MTU, Ireland.

Dato’ Loo Lee Lian is the Chief Executive Officer of InvestPenang, the principal investment promotion agency and wholly owned company of the state of Penang. It is the leading point of contact for investment attraction, facilitation and support for foreign and local businesses.

She came into her position in 2010 backed by 25 years of industry background in the various sectors of the manufacturing industry. She is responsible for identifying new areas of growth and strategizing the state’s investment and industrial policies. Underpinned by the state and InvestPenang’s achievements, the sustained performances of the manufacturing and services sectors have elevated Penang’s per capita income and maintained the state’s status as an economic powerhouse of Malaysia.

Dato Loo has led companies in strategic planning, project management, operations, business development, supply chain management, customer strategies, and international business migration. YAB Tuan Chow Kon Yeow
Chief Minister of Penang

YAB Tuan Chow Kon Yeow is Penang’s fifth Chief Minister. He assumed the State’s top leadership role after Pakatan Harapan’s thumping victory in Malaysia’s 14th General Elections in May 2018. He has also been a Penang State Executive Councilor since 2008.

He has been the DAP Penang State Chairman since 2000 and DAP National Vice-Chairman since 2004.

In a recent interview after his swearing-in, the fifth Chief Minister of Penang reiterated his administration’s commitment to ensure delivery of three mega projects, namely the Penang Transport Master Plan, flood mitigation and affordable housing. Columba joined Dexcom over 2 years ago as Vice President of Operations with responsibility for the start-up of their new manufacturing facility in Penang. Scheduled to go into commercial production is 2023 the Penang project represents a more than US$500 million investment for Dexcom and is expected to create over 2,500 new jobs in the coming few years.

Columba has over 20 years’ experience in the Pharmaceutical and Medical Device industry and prior to joining Dexcom, held Management positions at both Abbott and AbbVie across Manufacturing and Engineering in Ireland and Puerto Rico.

Columba has a degree in Mechanical Engineering from the University of Galway in Ireland.

YB Liew Chin Tong

Deputy Minister of Investment, Trade and Industry

Liew Chin Tong is the Deputy Minister of Investment, Trade and Industry. He is currently the Member of Parliament for Iskandar Puteri, after being elected on 19 November 2022. He is also the State Assemblyperson for Perling, Johor. He was a Senator in Dewan Negara (17 July 2018 to 17 July 2021) and served as Deputy Defence Minister from 17 July 2018 to 24 February 2020.

He was first elected Member of Parliament for Bukit Bendera (2008-2013) and was subsequently the Member of Parliament for Kluang (2013-2018).

Since 1999, Chin Tong has served DAP in various capacities and is now a member of its Central Executive Committee, serving as the Deputy Secretary-General. He is also the Chairman of Johor DAP.

Chin Tong graduated with a degree in Political Science and an honours degree in Asian Studies from the Australian National University, and holds an International Masters in Regional Integration from the Asia-Europe Institute, University of Malaya.

Chin Tong is the Chairman of Research for Social Advancement (REFSA) since 2012 and was the Executive Director of Penang Institute (previously Socio-Economic and Environmental Research Institute, SERI, from 2009-2012). He was also formerly a Visiting Research Fellow at the Institute of Southeast Asian Studies (ISEAS), Singapore.

He is passionate about policies relating to the economy, defence and security, institutional reform, political Islam, security and international relations, and urban studies.

Ms Salbiah Yaakop

Ms Salbiah Yaakop has more than 30 years of working experience, and is currently the Director of Policy and Strategic Planning Division of the Medical Device Authority, Ministry of Health Malaysia. Here, her main functions are managing the development of policies and regulatory documents, guidance documents and guidelines; managing international affairs and inter-agency agenda; industry affairs; managing events; provide trainings and consultancy and

perform other specific projects. She also performed quality management system audits; medical device registration and licensing evaluations and verifications prior to her current role. She often represents MDA in other government and non-government meetings and programs and initiatives.

She was the past Global Harmonization Working Party (GHWP) Technical Committee Chair, and currently GHWP Working Group 8 Chair on Standards for Medical Devices for the second term.
She is also the Convenor for ISO/TC 210/WG 7 on Good Engineering Maintenance Management, and Chairperson of various Committees in MDA. She is also the Chairperson of two Technical Committees and a member of several National Standards Committees, Technical
Committees and Working Groups related to medical devices in the national standards system.

She is passionate about achieving global harmonization, and working towards securing bilateral cooperation and mutual recognitions with other countries in the areas of medical device standards and regulatory control. Prior to her current field of work, she has almost 10 years of working experience working in the areas of procurement, mechanical, industrial and process engineering

Mr CS Ching

CS Ching has been heading the Secretariat for the Association of Malaysian Medical Industries (AMMI) since 2011. He currently holds the position of Executive Director of AMMI. Mr CS Ching has over a decade of experience in the medical device industry, talent development and industrial development.

CS Ching was instrumental in conceptualising and implementing the Medtech Talent & Employment Program to assimilate new graduates into the medical device industry. He also initiated the AMMI Medtech Certification Courses to train working staff in manufacturing excellence, regulatory compliance, quality and technical competency. Under his management, AMMI has trained over 3,000 working professionals in the medical device industry since 2012, supporting the sustainable growth of the medical device industry. He is also responsible for the annual publication of the AMMI Medical Device Industry Status and Outlook report.

CS Ching graduated from Oxford Brookes University with a Bachelor of Science in Applied Accounting. He held the position of Special Assistant to the former Chief Minister of Penang State, Malaysia, for the portfolio of Penang Development Corporation, Invest Penang, industry development and international affairs from 2004 – 2008.
