Andy Lee Kuan Min

Dato’ Loo Lee Lian

Chief Executive Officer of InvestPenang

Dato’ Loo Lee Lian is the Chief Executive Officer of InvestPenang, the principal investment promotion agency and wholly owned company of the state of Penang. It is the leading point of contact for investment attraction, facilitation and support for foreign and local businesses.

She came into her position in 2010 backed by 25 years of industry background in the various sectors of the manufacturing industry. She is responsible for identifying new areas of growth and strategizing the state’s investment and industrial policies. Underpinned by the state and InvestPenang’s achievements, the sustained performances of the manufacturing and services sectors have elevated Penang’s per capita income and maintained the state’s status as an economic powerhouse of Malaysia.

Dato Loo has led companies in strategic planning, project management, operations, business development, supply chain management, customer strategies, and international business migration. Her invaluable experience has made her a highly sought-after guest speaker at multiple corporate conferences and also community seminars focusing on job diversity, women empowerment and youth education programs.

Dato Loo holds concurrent appointments as a Director in Penang STEM, member of the Selection Committee of the Penang Future Foundation, Penang State Government’s scholarship program for university undergraduate studies, and is the Chairperson of the Penang i4.0 Seed Fund Evaluation Committee.

Born and bred in Penang, Dato Loo graduated with Bachelor of Economics from the University of Adelaide, South Australia, and received her MBA from the University of South Australia.

YAB Tuan Chow Kon Yeow
Chief Minister of Penang

YAB Tuan Chow Kon Yeow is Penang’s fifth Chief Minister. He assumed the State’s top leadership role after Pakatan Harapan’s thumping victory in Malaysia’s 14th General Elections in May 2018. He has also been a Penang State Executive Councilor since 2008.

He has been the DAP Penang State Chairman since 2000 and DAP National Vice-Chairman since 2004.

In a recent interview after his swearing-in, the fifth Chief Minister of Penang reiterated his administration’s commitment to ensure delivery of three mega projects, namely the Penang Transport Master Plan, flood mitigation and affordable housing. Undaunted by the higher expectations, he takes this as a challenge to serve Penangites and find ways to make this state, a better home for all.

Besides that, YAB Tuan Chow also aims to transform Penang into ‘A Family-Focused Green and Smart State that Inspires the Nation’ with the Penang2030 Vision and this is the current focus of the State Government.

Samuel has over 25 years of experience in consumer electronic, implantable medical device manufacturing & logistics operations. Graduating from RMIT University, Australia, Samuel joined Seagate Singapore in 1994 and took up various roles across South East Asia.

In 2007, Samuel moved to Sydney and joined Cochlear. Here, he continued embracing opportunities and new challenges culminating in his final Sydney-based role as the Head of Manufacturing Engineering.

Subsequently, in 2016 Samuel moved to Malaysia to build the manufacturing & global logistics facility from scratch to support Cochlear’s growing global demand. Currently, he is responsible for manufacturing & logistics operations as a Vice President of Malaysian operations.

Amirul leads the product commercialization across the Asia-Pacific region at Oliver Healthcare Packaging. Into his sixth year with Oliver, Amirul brings a strong foundation in medical packaging, having started in technical services and played a key role in establishing Oliver’s R&D Technical Center in Singapore.

His experience includes medical packaging design and conceptualization, R&D, material testing, and troubleshooting. Frederic Rebetez is the Managing Director & Site Leader for Smith & Nephew’s new greenfield manufacturing site in Penang, Malaysia. Fred oversees all Malaysian operations from manufacturing and distribution of Orthopedics products around the globe.
He is an expert in driving Operational Excellence and pioneering initiatives like the greenfield projects, significant enhancements to Quality Management Systems, and the successful registration of new sites for prominent certifications such as ISO 13485 & MDSAP.

He also has experience ranging from reshaping Quality Management Systems, successfully navigating FDA inspections, championing new product introductions to integrating Lean Manufacturing and Six Sigma methodologies for optimized operations.
His academic pursuits are complemented by an EMBA in Management of Technology from EPFL Lausanne, certifications in Lean Manufacturing and Six Sigma from Johnson & Johnson, and a Master’s Degree in electronics engineering.

He is also recognized for his leadership dynamism, analytical acumen, and an unwavering commitment to enhancing product safety and operational excellence. He has strong partnerships, managing cross-functional teams, and his leadership ethos is rooted in fostering engagement and continuous improvement.

Fred relocated from Switzerland to Penang with his wife, Amanda.

Ms Tan Lin Im

Senior APAC Regional HR Director

Tan Lin Im is the APAC Senior HR Director at Teleflex Medical, bringing 28 years of HR professional experience, including 21 years in the electronics industry before transitioning into the medical sector.

A certified ICF coach, she is passionate about people and organizational development, and also serves as the Talent Development Subteam Co-Lead under the Association of Malaysian Medical Industries (AMMI) and Committee member in MyMahir Council for the Medical Industry under TalentCorp.

Mr. Samuel Pooranakaran

Vice-President, Manufacturing and Logistics Operations, Cochlear Malaysia Sdn Bhd

Samuel Pooranakaran is a senior manufacturing and supply chain executive with over 28 years of experience spanning consumer electronics and implantable medical device industries. He holds Bachelor of Science and Bachelor of Engineering degrees from RMIT University, Australia.

He began his career with Seagate Singapore in 1994, where he held multiple leadership roles across Southeast Asia, developing deep expertise in high-volume manufacturing, operational excellence, and regional operations management.

In 2007, Samuel joined Cochlear Limited in Sydney, Australia, where he progressed through a series of senior leadership positions, culminating in his role as Head of Manufacturing Engineering. In this capacity, he played a key role in advancing manufacturing capabilities within a highly regulated, Class III medical device environment.   In 2016, he was appointed to lead the establishment of Cochlear’s Malaysia manufacturing and logistics operations, successfully delivering a greenfield facility that now serves as a critical hub in the company’s global supply network.

Samuel currently serves as Vice President, Manufacturing & Logistics Operations (Malaysia), with full accountability for operational performance.

Mr JC Guillou

Jean-Christophe, “JC”, has 25-year experience in Industrial Operations mostly in Pharmaceuticals and Medical Devices. He holds an MBA and a Msc of Industrial Operations from Kedge in Bordeaux France.

JC spent the first 15 years of his career with Sanofi, in London, Paris, Sydney and Singapore ending his tenure as Regional Supply Chain Director APAC.  He then ventured in entrepreneurship and founded a wine import company in Singapore.  Three years later he moved to Hangzhou for 2 years with Robert Bosch to head the APAC Industrial and Supply Chain Strategy.  In 2012 he joined Menarini, back in the Pharmaceutical industry for eight years based in Singapore as Vice President APAC Operations and Director of the board of PT Menarini Indria in Jakarta.

In 2020, JC joined Mölnlycke to head the Global Operations of the Gloves Division.  He is based in Penang where he is in charge of 2500 people in 3 manufacturing sites as well as the Global Procurement and Supply Chain.  He is also the General Manager and Director at the Board of Molnlycke Health Care Sdn Bhd.

Dr Ng Tian Wei

Dr. Ng TianWei is a seasoned professional with over two decades of
experience in the flexible packaging industry. He holds both a Bachelor’s degree in Chemical Engineering and a PhD in Mechanical Engineering from Michigan Technological University, USA. His extensive career has been marked by significant contributions to research and development for Amcor Flexibles Asia Pacific.

As a Regional R&D Manager of Amcor Flexibles Asia Pacific, Dr. Ng has played a pivotal role in driving projects focused on healthcare and sustainability, reflecting his commitment to innovation and excellence in the industry.

Ms Tatiana Dias

Global Sustainability and Regulatory Program Manager

Tatiana Dias joined DuPont in 2023 and serves as Global Sustainability and Regulatory Program Manager for Tyvek® Healthcare Packaging. She holds a PhD in Sustainable Chemistry from the University of Nottingham, UK. Tatiana is actively involved in international standardisation initiatives on packaging and sterilisation through ISO and CEN committees.

She collaborates with leading industry associations to advance packaging circularity and contributes to the IHI ENKORE project, promoting sustainability in healthcare. Her current work focuses on developing sustainable plastic materials for packaging.

Her industry career began at MedTech Europe in Regulatory Affairs, initially focused on medical devices. She later transitioned to Sustainability and Environmental initiatives, and in 2022, she expanded her scope by managing committees at the Sterile Barrier Association before joining DuPont.

Mr. Graham Rice

Graham has made Malaysia his home for over 27 years. Born in the Middle East and raised in the UK, he brings a diverse background to his professional journey.

With extensive experience in procurement and sustainability roles across the Asia Pacific region, Graham has worked in various sectors, including Electrical & Electronics, Consultancy, and Pharmaceuticals, before venturing into Medical Technology.

Graham joined B. Braun in 2015 as Vice President and Head of Procurement for the Asia Pacific region. In addition to this role, he has been instrumental in advancing sustainability initiatives within the company.

In 2024, Graham transitioned to a newly established position as Vice President of Sustainability for B. Braun in Asia Pacific. In this role, he is dedicated to implementing sustainability strategies, policies, and programs that reflect B. Braun’s commitment to social responsibility and environmental sustainability throughout the region.

Ms Ong Yean Ting

Yean Ting, Heads the Quality Regulatory Access and Policy team in Roche Diagnostics Malaysia. An experienced regulatory and quality professional, Yean Ting has worked across multiple segments of the healthcare industry including pharmaceutical, medical device and In-Vitro Diagnostic sector in leadership roles. Ash a professional with a progressive outlook, she has built and executed strategies to ensure regulatory and quality compliance in the organizations.

Yean Ting takes pride in being a strong industry advocate, leading the Malaysian Medical Device Association (MMDA) as Secretary to the association and representing Malaysia’s medical device stakeholders as Malaysia Representative in GHWP and holding leadership position as Co-Chair of WG5 focusing on Clinical Evidence.

She brings the industry players together to offer Malaysia’ on the industry’s latest developments and create a platform to bridge ideas and feedback between the government and the private sectors.

Vice President, Global Marketing, Oliver Healthcare Packaging

Meg Pyers is the Vice President of Global Marketing at Oliver Healthcare Packaging. She is responsible for product management, strategy, demand generation, pricing, and communications. With over two decades in roles of increasing responsibility, she has experience across various facets of marketing, strategy, and sales.

Prior to joining Oliver, she has worked at both large companies, including DuPont, Thermo Fisher, and Nordson as well as technology start-ups. Among her experiences, she spent four years running DuPont Tyvek’s medical packaging commercial segment.

She has a Bachelors of Arts from Lehigh University and a Masters of Business Administration from the Darden School of Business at the University of Virginia.

Dr Muralitharan Paramasua

Chief Executive

Dr. Muralitharan Paramasua, is the Chief Executive of Medical Device Authority, Ministry of Health Malaysia since 15th February 2023. Before being appointed as Chief Executive in February 2023, Dr. Muralitharan served in Ministry of Health Malaysia as an Administrative and Diplomatic Officer in various positions for 9 years.

Prior to joining MOH, Dr. Muralitharan was also once served at the Ministry of Natural Resources and Environment for 7 years from 2011 to 2017 and was responsible for international affairs of the ministry including free trade negotiations with different countries. Dr. Muralitharan earned his PhD in International Economy from University of Malaya. He received his Master’s Degree in Criminal Justice, and his Bachelor’s Degree in Biohealth Science from the University of Malaya.

Drawing on deep knowledge of international standards and regulatory frameworks, Dushyant works closely with manufacturers, innovators, and regulators to enable the safe, effective, and compliant adoption of AI-enabled medical devices. Mr Vishnu Vyas

Mr. Vishnu Vyas has spent over 20 years working in medical device industry in Regulatory, Standards and public policy function in a variety of assignments ranging from country RA head to AP regional RA. He joined DuPont in 2017 as Regulatory & Standards Leader- India/ ASEAN for DuPont Healthcare business. Vishnu is packaging expert nominee to ISO TC198/WG7 “Sterilization of Health Care Products—Packaging” (ISO 11607) representing India.

He has been an active member of RA committees of medical devices industry associations like AMMI, Malaysia; MTaI, FICCI, AMCHAM in India. He is a featured speaker at regional and international conferences and seminars on medical and pharmaceutical packaging regulatory aspects.
