YAB Tuan Chow Kon Yeow is Penang’s fifth Chief Minister. He assumed the State’s top leadership role after Pakatan Harapan’s thumping victory in Malaysia’s 14th General Elections in May 2018. He has also been a Penang State Executive Councilor since 2008.

He has been the DAP Penang State Chairman since 2000 and DAP National Vice-Chairman since 2004.

Frederic Rebetez is the Managing Director & Site Leader for Smith & Nephew’s new greenfield manufacturing site in Penang, Malaysia. Fred oversees all Malaysian operations from manufacturing and distribution of Orthopedics products around the globe.
He is an expert in driving Operational Excellence and pioneering initiatives like the greenfield projects, significant enhancements to Quality Management Systems, and the successful registration of new sites for prominent certifications such as ISO 13485 & MDSAP.

He also has experience ranging from reshaping Quality Management Systems, successfully navigating FDA inspections, championing new product introductions to integrating Lean Manufacturing and Six Sigma methodologies for optimized operations.
His academic pursuits are complemented by an EMBA in Management of Technology from EPFL Lausanne, certifications in Lean Manufacturing and Six Sigma from Johnson & Johnson, and a Master’s Degree in electronics engineering.

He is also recognized for his leadership dynamism, analytical acumen, and an unwavering commitment to enhancing product safety and operational excellence. He has strong partnerships, managing cross-functional teams, and his leadership ethos is rooted in fostering engagement and continuous improvement.

Fred relocated from Switzerland to Penang with his wife, Amanda.

A certified ICF coach, she is passionate about people and organizational development, and also serves as the Talent Development Subteam Co-Lead under the Association of Malaysian Medical Industries (AMMI) and Committee member in MyMahir Council for the Medical Industry under TalentCorp.

Mr. Christian Kapischke

Christian joins B. Braun Medical Industries in Malaysia with over 22 years of experience serving the Group in Germany, starting at the Avitum division. He then moved up through various local and global functions across the company, which included global strategic Portfolio Management, Marketing, OPEX, Production Management, Controlling, Investment and Projects.

Prior to this role, he was leading a subsidiary of B. Braun as Managing Director, where he was responsible for the overall management of the site. There, he developed a production and plant strategy through 2030.

experience in the flexible packaging industry. He holds both a Bachelor’s degree in Chemical Engineering and a PhD in Mechanical Engineering from Michigan Technological University, USA. His extensive career has been marked by significant contributions to research and development for Amcor Flexibles Asia Pacific.

As a Regional R&D Manager of Amcor Flexibles Asia Pacific, Dr. Ng has played a pivotal role in driving projects focused on healthcare and sustainability, reflecting his commitment to innovation and excellence in the industry.

Mr Leon Yang

Scheme Manager & Technical Specialist, Global Orthopaedic & Dental Technical Team, BSI

eon graduated from the Graduate Institute of Dental Science (Master), Taipei Medical University, and the Department of Biomedical Engineering (Bachelor), Chung Yuan Christian University. He is currently a doctoral candidate (Ph.D. candidate) at the School of Dentistry, Taipei Medical University.

With a background in biomedical engineering and biomaterials, Leon began his career working with a medical device manufacturer as a Senior R&D Engineer. He was mainly responsible for new product design and development, as well as project management—especially in areas such as product design, testing, verification, gamma-ray sterilization validation, clinical evaluation, and clinical follow-up. After four years, he was promoted to Document Control and QA Department Supervisor, in charge of Quality Management Systems (ISO 9001:2008), Medical Device Management Systems (ISO 13485:2003), and all design control documentation. He also served as the Risk Management Team Leader, Internal Audit Team Leader, Clinical Evaluation Team Member, Clinical Follow-Up Team Member, and Internal Trainer. At the same time, Leon was also a lecturer and trainer for several industry training centers.

Leon has been with BSI for over ten years. His current role is Scheme Manager and Technical Specialist of the BSI Global Orthopedic and Dental Devices Team, responsible for generating and maintaining the schemes related to medical device CE certification to ensure compliance with regulatory requirements from the Notified Body and supporting operations with local teams.

Leon’s responsibilities at BSI also include serving as a Technical Specialist for technical file reviews. He has also been the contact point for manufacturers, handling inquiries and certification arrangements with his strong knowledge and excellent communication skills.

Mr. Graham Rice

Graham has made Malaysia his home for over 27 years. Born in the Middle East and raised in the UK, he brings a diverse background to his professional journey.

With extensive experience in procurement and sustainability roles across the Asia Pacific region, Graham has worked in various sectors, including Electrical & Electronics, Consultancy, and Pharmaceuticals, before venturing into Medical Technology.

Graham joined B. Braun in 2015 as Vice President and Head of Procurement for the Asia Pacific region. In addition to this role, he has been instrumental in advancing sustainability initiatives within the company.

In 2024, Graham transitioned to a newly established position as Vice President of Sustainability for B. Braun in Asia Pacific. In this role, he is dedicated to implementing sustainability strategies, policies, and programs that reflect B. Braun’s commitment to social responsibility and environmental sustainability throughout the region.

Ms Ong Yean Ting

Head, Quality and Regulatory, Roche Diagnostics Malaysia

Yean Ting, Heads the Quality Regulatory Access and Policy team in Roche Diagnostics Malaysia. An experienced regulatory and quality professional, Yean Ting has worked across multiple segments of the healthcare industry including pharmaceutical, medical device and In-Vitro Diagnostic sector in leadership roles. Ash a professional with a progressive outlook, she has built and executed strategies to ensure regulatory and quality compliance in the organizations.

Yean Ting takes pride in being a strong industry advocate, leading the Malaysian Medical Device Association (MMDA) as Secretary to the association and representing Malaysia’s medical device stakeholders as Malaysia Representative in GHWP and holding leadership position as Co-Chair of WG5 focusing on Clinical Evidence.

She brings the industry players together to offer Malaysia’ on the industry’s latest developments and create a platform to bridge ideas and feedback between the government and the private sectors.

Yean Ting promotes, develop and establish positive culture within organizations and passionate in driving technical and profession expertise in the Medical Device industry, keeping pace with the ever-changing industry landscape.

Mr Stephen Yeadon

Steve leads the Boston Scientific Global Sterilization and Sterility Assurance Team and serves as a strategic leader within the global supply chain organization, overseeing all aspects of sterilization processes, sterility assurance programs, and contract sterilization globally.

Steve has a broad background with more than 40 years of experience in microbiology, R&D, engineering, sterilization and quality. Prior to joining Boston Scientific, he held roles with Johnson & Johnson, Alcon and Acelity leading global operations engineering and sterility assurance functions.

Steve started his career with Boston Scientific at Marlborough corporate office, as VP Quality Assurance Global Services. Prior to joining global supply in his current position, he held a divisional role as VP, Quality Peripheral Intervention and Global Sterility Assurance.

Dr James Govindasamy

Dr. Muralitharan Paramasua, is the Chief Executive of Medical Device Authority, Ministry of Health Malaysia since 15th February 2023. Before being appointed as Chief Executive in February 2023, Dr. Muralitharan served in Ministry of Health Malaysia as an Administrative and Diplomatic Officer in various positions for 9 years.

Prior to joining MOH, Dr. Muralitharan was also once served at the Ministry of Natural Resources and Environment for 7 years from 2011 to 2017 and was responsible for international affairs of the ministry including free trade negotiations with different countries. Dr. Muralitharan earned his PhD in International Economy from University of Malaya.
